American Legion Riders By-Laws

  1. I.                  Membership:  There are two requirements for membership.
    1. a.     A current member of the American Legion, Auxiliary or Sons of the American Legion.
    2. b.    You must own a motorcycle of at least 350cc in size or be the spouse or significant other of an owner who is an Association member.  It must be street legal, no ATV’s.

 

  1. II.               Officers of the Association Chapter
    1. a.     Commander
    2. b.    Vice Commander
    3. c.      Adjutant
    4. d.    Finance Officer
    5. e.      Sgt. At Arms
    6. f.      Road Captain
    7. g.     Chaplain

 

  1. III.           Elections
    1. a.     Election of chapter officers will be held annually, with nominations in October and elections in November.

 

IV.           Duties of Association Chapter Officers

  1. a.     Commander:  Will serve as Chief Administrative Officer of the Association and will preside over all meetings.  He shall have general supervision over the affairs of the Association.  He shall perform such other duties as directed by the general membership.  The Commander may appoint, as needed, individuals to fill vacant positions and other positions not specifically addressed in the By-Laws.                                                                                                                                                                                                                                                                                                            
  2. b.    Vice Commander.  Will assume the duties of the Director in his absence.  Will assist the Commander in the performance of his duties when called on to do so by the Commander.                                         
  3. c.      Adjutant:  To keep a full and correct record of all proceedings at the meetings.  Keep membership records as may be required by the general membership.                                                                          
  4. d.    Finance Officer:  To have charge of all finances of the Association.  To have charge of disbursing funds as directed by the general membership.  To give detailed financial reports at each regular meeting.

 

  1. e.      Sgt. At Arms Duties:  Shall have charge of the discipline of the Chapter membership at all ALR Chapter functions, meetings, events and rides.

 

f.   Road Captain:  Shall be the logistics person in charge of organized    

     rides of the Chapter.  He/she will determine dates, times, routes

     and meeting places for those taking part in a ride activity.  This

     will include fuel and comfort stops.  He/she may, at his/her

     discretion, appoint assistants or take any other measures he/she

     may feel necessary to help insure the safety of the group during a   

     ride.  Will determine if/when a support vehicle is necessary to

     insure logistical support and for safety measures.  He/she will brief

     the Commander, ALR, on all finalized routes and times.

 

g.  Chaplain:  Shall ask the blessing of God upon the activities of the

    ALR Chapter at the opening and closing of all regular meetings and

    at the beginning of rides and shall call to the attention of the

    membership any matters pertaining to spiritual welfare.

 

V.               Meetings

  1. a.     Meetings will be held at a date, time and place as voted on by a majority of members at any regular meeting.  Seven members will constitute a quorum.

 

VI.           Finances

  1. a.     Finances of the Association Chapter will be from Association membership dues or such other sources, as approved by the membership.

 

VII.        Expulsion

  1. a.     Any member may be expelled or suspended from the Association by a majority Vote of the general membership at a regular Chapter meeting. 

 

  1. 1.     Charter Chapter members can only be expelled or suspended at a state level meeting. 
  2. b.    Suspensions-Temporary, member may not wear backpatch but may attend functions.

 

VIII.    Charter Membership

  1. a.     Cutoff for Charter Membership will be 50 members or May 1, 2006, whichever comes first.

 

IX.           Apparel

  1. a.     American Legion Riders (ALR) logo items including ALR emblems, smaller ALR patches and the ALR back patch may only be worn by members in good standing of the American Legion and the American Legion Riders.

 

  1. b.    The ALR back patch/emblem configured as put forth by the founding members and available through the American Legion Emblem Sales, is to be worn by all members of the ALR in good standing at ALR sponsored events, meetings and group rides.

 

c. The ALR back patch must be the dominant feature on the back of  

    the garment upon which it is worn; e.g., the ALR back patch must

    not be subjugated to or placed in proximity with the back patch of

    any other motorcycle association, club or owner’s group.

 

d. All other patches, emblems, pins, symbols and legible text worn on

    the same garment that displays the ALR back patch shall not   

    conflict in declaration or meaning with the stated ideals and motto

    of The American Legion.

 

e. Smaller ALR patches may only be worn on the front of garments

    that also have other patches, emblems, pins, symbols and legible

    text so long as their declaration and meaning are in good taste and

    not inconsistent with the stated ideals and motto of The American

    Legion.

 

 

 

 

 

f. American flag patches when worn shall be oriented and placed on

    the front or shoulders of the garment at approximately chest-high

    level but not lower, in accordance with U. S. military guidelines. 

    Additionally, no other patch resembling the flag or any foreign

    country may be placed on the garment at the same level or higher

    than the American flag patch.

 

X.               Residency

  1. a.     The Chapter will be known by the state in which its majority of members reside. 

 

XI.           Governing Rules

  1. a.     The Chapter may elect to adopt a set of standing rules to govern its membership.  These standing rules shall be no less stringent than those contained in these by-laws nor can they in any conflict with the National Constitution and by-laws of the American Legion.

 

XII.        Disbursement of Funds

  1. a.     Disbursement of funds will be only those authorized at any regular meeting of the Chapter.  The Chapter will be a non-profit organization and may only disburse funds in a manner that is in keeping with all local, state and national laws regarding non-profit organizations.

 

b. Chapter officers may purchase incidentals to maintain membership

    records, items to conduct the monthly meeting or other support

    equipment for the welfare of the Chapter.  These items may include

    stamps, office supplies, officer patches, flags, flag staff, banners

    and covers.  Purchases will not exceed $100.00 per month.

 

XIII.    Order

  1. a.     All meetings will be conducted under “Roberts Rules Of Order”.

 

XIV.    Dues

  1. a.     Dues will be $12.00 per year.  Annual dues will be required by November 15, each year.  Dues will be required upon membership in the chapter.  Members joining during the year will have dues prorated at the rate of 1/12th of the annual dues for each full month remaining in the year they join.

 

XV.        Amendments

  1. a.     These By-Laws may be amended at any regular Chapter meeting by vote of two-thirds of the members attending such regular meeting, provided that the proposed amendment shall have been submitted in writing and read at the immediate preceding Chapter meeting, and provided further, that written notice shall have been given to all members at least five days in advance of the date when such amendment is to be voted upon, notifying said members that at such a meeting a proposal to amend the By-Laws is to be voted upon.

 

XVI.  Continued Membership

a.  Any person who has been a member of this Chapter of at least one

year, and discontinues riding a motorcycle, can ask to be continued as a member.  He or she, or their representative, can ask that said membership be continued at any regular meeting of the Chapter.  Members present at such meeting will vote on the continuation.  Whether they will continue to pay dues will also be resolved at said meeting.
